REGULAR MEETING

Tuesday, May 26, 2009

CALL TO ORDER

Commission President Nancy Baker called a regular meeting of the Port of Vancouver USA Board of Commissioners to order at 8:01 a.m., Tuesday, May 26, 2009, at the Port of Vancouver USA Administrative Office, 3103 N.W. Lower River Road, Vancouver, Washington 98660.

 The regular meeting was recessed into executive session at 8:01 a.m. to discuss real estate, personnel and litigation matters. The executive session ended 8:50 a.m. and a brief recess followed.

  The regular meeting was opened to the public at 9:30 a.m. by Commissioner Baker. She announced that the Port of Vancouver USA Board of Commissioners had been in executive session from 8:01 a.m. to 8:50 a.m. to discuss real estate, personnel and litigation matters and no action was taken at that time.

Commissioner Baker welcomed members of the audience and Executive Director Paulson who introduced guests. Meeting attendees included:

Commissioner Baker led everyone in the Pledge of Allegiance.

May 7, 2009, Special 3-Ports Meeting

 On motion by Commissioner Wolfe, seconded by Commissioner Oliver, and carried unanimously, the Port of Vancouver USA Board of Commissioners approved the minutes of the Special 3-Ports Meeting of May 7, 2009.

 On motion by Commissioner Wolfe, seconded by Commissioner Oliver, and carried unanimously, the Port of Vancouver USA Board of Commissioners approved the minutes of the regular meeting of May 12, 2009.

  Commission President Baker invited comments regarding items not listed on the meeting agenda. There were no comments at this time.

Approval of a Lease between the Port of Vancouver and Turner Engineering Company for a portion of Building 2001 Kotobuki Way

 Director of Facilities Shuck presented the staff report, as contained in the agenda packet, and discussed the proposal with the commissioners. Property Manager Holtby provided specific details of the lease agreement to the commissioners.

On motion by Commissioner Oliver, seconded by Commissioner Wolfe, and carried unanimously, the Port of Vancouver USA Board of Commissioners approved the lease between the Port of Vancouver and Turner Engineering Company for a portion of Building 2001 Kotobuki Way.

  No unfinished business was presented to the commission for consideration.

 NEW BUSINESS

  No new business was presented to the commission for consideration.

   Port Executive Director Paulson reported that he recently attended or participated in the following:

• WPPA Spring Meeting, May 12-14
•  Met with Commissioner Baker to discuss this meeting’s agenda, May 21
•  Attended Labor Roundtable, May 22

Executive Director Paulson indicated a number of additional activities are scheduled over the next two weeks, including:

• WA State Department of Transportation Stimulus Presentation in Seattle, May 27
•  ICRIP meeting at the Port of Vancouver, May 28
• Meeting with Joel Merkel of Senator Cantwell’s staff, May 29
• APPA Executive Directors Seminar in San Francisco, June 2-3
• "Name the Cranes" event at the Port of Vancouver, June 4

Executive Director Paulson also mentioned that Environmental Specialist Matt Graves recently obtained his "Geologist-in-Training" certificate. He added that this will provide benefit back to the organization as Matt will be able to offer the port additional expertise in this area.

• Crane naming contest committee meeting May 21
• Met with Executive Director Paulson May 21 to discuss today’s commission meeting agenda
• Labor Roundtable May 22
• Community Memorial Day event May 25

  A list of upcoming events was displayed on the screen for viewers to see planned staff activities and events. Dates, times, locations, and contact information were also displayed.

    The regular meeting recessed from 10:12 a.m. to 10:28 a.m. to sign documents and prepare for the Port of Vancouver’s 2009 Marine Marketing Plan workshop.

   The workshop was conducted from 10:28 a.m. – 12:27 p.m. and the regular meeting resumed.

  ADJOURNMENT

  There being no further business to come before the Port of Vancouver USA Board of Commissioners, the May 26, 2009, regular meeting was adjourned at 12:27 p.m. by Commissioner Baker.
